Caldwell county Pct 3 Constable Michael Bell recently employed Officer Luis Maldonado in the capacity of a police officer. Luis Maldonado was recently fired from his last agency due to misconduct off duty while in uniform. Officer Maldonado has a lengthy disciplinary and criminal past. I sure wouldn't trust him with official capacity as a police officer with my citizens so I'm curious why Constable Bell does?
